迄至 2019年7月底,外勞在臺人數已逾709,643人,外勞引進與國內社會經濟發展關係密切,依據調查,近九成外勞引進與後續管理服務仰賴外勞仲介公司協助。鑑於仲介在外勞事務之關鍵因素,以及政府推動外勞仲介服務品質評鑑制度10餘年,然而,引進外籍勞工則可能會帶給人力仲介公司一些非預期的負面影響,致使在工作效率上未能達到標準。這些都是需要事先了解可能的重點原因,並且找出解決問題方法去獲致成功的因素。 台灣近日將朝中英「雙語國家政策」邁進,並同時考慮「新經濟移民法」吸引更多國際人才或外籍勞工。外籍勞工對台灣勞動人口結構來說,已成為台灣未來發展的重要環節之一,國際人力仲介業者也該思考在不同產業耕耘所需具備的關鍵因素。本研究以國際人力仲介公司中參與外籍勞工選用的業務承辦人員,主管及創業者為問卷對象,問卷之仲介業均仲介多家公司,對一般公司及外勞問題均有深入的瞭解,依據AHP層級分析研究發現,徵選業務人員標準大致有「就業職場資訊知識」、「跨文化知識」、「管理技能」、「法律知識」與「自身技能」,研究結果將提供國際人力仲介業者未來經營企業者決策參考方針。 關鍵詞:國際人力仲介、層級分析法、經營策略、少子化、關鍵成功因素
According to data released by Ministry of Labor (MOL), the number of foreign workers topped 709,643 in late July, 2019. The growing magnitude of international migration has rekindled research into economic impact of foreign workers on host economics. It is important to regularly assess the services quality evaluation system on the key factors in selecting foreign workers induction agencies. The demands on foreign workers increased drastically every year, the negative impact induced by foreign workers. Therefore, it is crucial to explore the key success factors (KFS) of selecting salespeople. In order to develop Taiwan into a bilingual bation by 2030, the New Economic Immigration Act will offer to foreign professionals, foreign mid-level technicians, overseas compatriots, and investment immigrants. The purposes of this study are to identify the key factors of and to explore decision-making preference of foreign labor agency company in selecting salespeople. The Analytic Hierarchy Process (AHP) technique was employed to extract key selection factors, including “employment information”, “cross-cultural knowledge”, “general management skills”, “conmmon knowledge in law”, and “skills and competencies” which provide the guidelines and directions for the decision makers to effectively selection salespeople in the current competitive business scenario.
