摘要


我國改變能源結構而進行能源轉型主要的目的包含了經濟發展,產業升級和環境保護的新能源政策。本研究透過投資於太陽能和風力發電系統評估經濟波及效果和CO2排放,並分析新能源政策目標的可能性。研究結果顯示,短期上太陽能投資的經濟效益要優於風力發電,經濟波及會提高二氧化碳的排放規模。主要原因是風力發電設備的高比例來自進口,這將降低了經濟波及效應。觀察個別產業的經濟波及效應,太陽能投資在“污水處理行業和資源回收”部門中之增幅最大,而風力投資則在“機械相關行業”中的增幅最大。從產業別結果顯示出的二氧化碳排放規模,太陽能投資從“化學”相關產業增加最多的排放量,而風力發電以“服務業”增加最大。但是,從長遠來看,透過風力投資之經濟結構調整和低風能排放係數實現產業升級將極大地改善經濟與環境。

Modification in the structure of Taiwan’s energy use results in energy transitions, whose principal purposes include economic development, industrial upgrading, and renewable energy policies on environmental protection. This study assesses the economic ripple effect and carbon dioxide emissions by investing in solar-wind power generation systems, and further analyzes the likelihood of implementing renewable energy policies. The result suggests the short-term economic benefits of investment in solar energy surpass those in wind power. Furthermore, the economic ripple effect will in turn increase carbon dioxide emissions levels, primarily caused by the fact that most wind power equipment is imported from other countries. In this instance, the economic ripple effect will accordingly diminish. Through a detailed observation of how economic ripple effects work on individual industries, it is revealed that where investment in solar energy is concerned, the growth rate is most significant in the “wastewater treatment market and recycling industry.” With regard to the wind power counterpart, the growth, for another, is most noticeable in “industries that entail expertise in mechanical engineering.” The aforementioned analysis of individual industries indicates that in terms of investment in solar energy, the largest increase in carbon dioxide emissions is perceived in chemistry-related industries; as for investment in wind power, carbon emissions rise most markedly in service industries. Be that as it may, the economy and environment, in the long term, will considerably improve not merely through investment in wind power to adjust the economic structure, but also through realization of industrial upgrading by dint of low emission factors for wind power.
