近年來物質的消費急遽上升,導致城市垃圾量的增加,為了降低城市固體廢棄物在廢棄物處理以及資源耗用的目標下,資源回收也成為政府當局主要的課題。由於各市政當局規模與條件不同,很難定義一個理想的回收利用模式滿足所有當局。在本研究中,將利用影響回收成效之背景特性因子進行分析,首先將各當局基於不同的背景特性因子進行分組。接著利用績效評估工具之資料包絡分析法針對各組之當局進行回收效率評比。因此在每一組所產生之有效單元或是標竿,可以提供資料於該組其他無效率單元來提升回收效率。本研究所使用之統計方法包括主成分分析和集群分析,用於縮減背景特性因子以及用於資料包絡分析之資源回收投入/產出因子。本研究以台灣195鄉鎮為例,證明此建議方法之可行性和適用性。
The rapid rise in consumption of material in recent years led to the increasingamount of municipal waste.To reduce the pressure for waste treatment and resource consumption recycling and recovery from municipal solid wastes became an primary method for authorities. Because of various limits on different municipal authorities, it is hard to define an ideal recycling schema satisfying all authorities. In this study, background factors affecting recycling efficiency were analyzed first and then the authorities were divided into different groups based on background factors. Second, a performance evaluation tool, data envelopment analysis was implemented to analyze the recycling performance of authorities in an identical group. Efficient units, or benchmarks, generated in the group can thus provide information for other units in the group to improverecycling efficiency. The statistical techniques including principal component analysis and cluster analysis were applied to decrease the number of variables for analyzing in both background factors and recycling input/output factors for DEA. A case study of 195 Taiwan's townships was demonstrated to assess the feasibility and applicability of the suggested method.
