摘要


設備總合效率(Overall Equipment Effectiveness, OEE)是以關鍵指標衡量設備生產力的績效評估工具。除營建工程業外,OEE已在不同產業得到廣泛的應用,例如零件製造業、食品加工業、半導體產業、醫療服務業等。然而營建工程業的特性與多數製造業相同,均以機具設備效能來創造利潤與營收,故設備績效評估在營建工程業具有特殊性與潛在可行性。因此本研究選擇營建工程業之地下管線工程,污水下水道的推進設備作為研究對象,期望發展一套以OEE評估推進設備績效的方法,透過此方法所發展的指標來反映企業現況與損失,作為引導企業實施改善的基礎。 本研究建立推進設備績效管理系統的運作流程,說明推進設備投入與損失架構,並定義推進設備績效指標的計算方式,最後展示推進設備績效指標解析流程。將研究方法應用於個案研究,也藉由個案研究進行過程,反映個案公司推進設備的績效狀況,具體顯現企業已投資之設備工時的損失。 本研究透過計算進設備績效指標的呈現方式與解析過程,發現影響個案公司推進設備績效的最大因子為推進設備的停止損失,依序為異常等待、其他損失與準備作業。個案研究證明研究方法的可行性,有助於企業試行績效評估,解析推進系統潛在問題的根本原因。

Overall Equipment Effectiveness (OEE) is a performance evaluation tool that can measure equipment productivity with key indicators. It has been widely used in various industries, such as manufacturing, food processing, semiconductor, medical services, etc. The construction engineering industry is the same as many manufacturing industries that rely heavily on the efficiency of machinery and equipment to create profits and revenue. Therefore, this research intends to apply OEE on the professional construction industry of underground pipeline engineering, especially the pipe jacking tunnelling machine for sewer construction. This research develops a systematic performance evaluation method for the pipe jacking tunnelling machine with a series of indicators derived from OEE principle. These indicators can reflect in time the current situation and losses of the enterprise, and thus serve as basis for improvement. In order to make it easier for managers to understand the meaning of the indicators, the performance of the pipe jacking tunnelling machine is presented in a systematic and graphical ways to visually outline suggestions for improvement. A case study is used to show the operation procedure of the pipe jacking tunnelling machine performance system. Through the analysis of equipment performance indicators over a certain period, this study found that the most important factor affecting the company’s performance is the stop loss of the equipment, including abnormal waiting, equipment setup, and other losses. This case study proves the feasibility of the research method, and the proposed calculation framework for the promotion of equipment performance is helpful for companies to conduct trial performance evaluation and analyze the root cause of potential problems in the sewer construction.
