摘要 為落實縮減城鄉數位落差政策,教育部推動「偏鄉數位應用推動計畫」,並於發展較慢的偏遠鄉鎮區設置「數位機會中心」(以下簡稱DOC)。各地DOC營運團隊組成條件不盡相同,對於教育部計畫推動主軸及自主營運之看法極可能會出現明顯差異。本研究即欲探討不同組成條件之DOC團隊對教育部計畫主軸與自主營運條件看法之差異,進而探討計畫推動主軸對DOC自主營運之影響效果程度。此外,亦運用IPA分析法探討DOC營運團隊對於計畫主軸之評價與重要性,期能透過研究結果,進而提出相關實質之建議。 本研究針對全臺灣正常營運的116處DOC營運團隊皆寄送3份問卷,總計發放348份問卷,有效問卷293份,有效回收率為84%,在進行各項統計檢定分析後,得出以下數項結論。其一,『偏鄉數位應用推動計劃』推動主軸對於DOC培養自主營運「能力面」及「資源面」條件皆發揮正面影響效果。其二,各DOC營運團隊對於自主營運條件「能力面」之看法出現明顯差異,然而對於自主營運條件「資源面」之看法則趨於一致。其三,在各DOC營運團隊對於『偏鄉數位應用推動計劃』推動主軸重要程度之看法方面,僅「提升數位應用能力」當中的工作項目之看法趨於一致,對於其他各項推動主軸的工作內容之看法則皆有所差異。其四,在IPA分析結果當中,「提供彙整數位資源營造e化學習環境」、「推展農業網路市集的應用」、「推展農業資訊行動化服務」以及「推動農村再生社區資訊應用能力」等四項內容位於高重要性且低滿意度之區域,實為教育部應立即改善或是調整之工作項目。 關鍵詞:偏鄉數位應用推動計劃、數位機會中心、DOC自主營運
Abstract In order to implement the policy of shrinking the urban-rural digital divide, the Ministry of Education promotes the “Digital Application Promotion Program in Remote Township” and sets up “Digital Opportunity Centers” (hereinafter referred to as DOC) in remote rural areas with slower development. The composition conditions of DOC operating teams vary from place to place, and there may be obvious differences in the views of the Ministry of Education on promoting the main axes and autonomous operation. This research is to explore the differences between the DOC team's views on the main axes of the Ministry of Education's plan and the conditions for autonomous operation.In addition, this study used the IPA to explore the evaluation and importance of the DOC operation team toward the main axes of the plan. With the hope, it can propose relevant substantive suggestions through the results of the research. In this research, 3 questionnaires were sent to the 116 DOC operating teams in normal operations throughout Taiwan. Total of 348 questionnaires were issued, valid questionnaire 293, effective recovery rate 84%.After conducting various statistical analysis, the following conclusions were acquired. 1、 The main axes during the "Digital Application Promotion Program in Remote Township " exert positive effects on the "capacity side" and "resource side" for the DOC’s autonomous operation. 2、 The DOC operating teams' views for the “capacity side” of autonomous operating conditions differ significantly, but their views for the “resource side” tend to be the same. 3、In terms of the views of the various DOC operation teams on the importance of promoting the main axes of the "Digital Application Promotion Program in Remote Township ", only the views of the work items in "Improving Digital Application Capability" are consistent, and views toward the work items of the other main axes are different. 4、For the IPA analysis results, "provide integrated digital resources to create an e-learning environment", "promote the application of agricultural online marketplaces", "promote agricultural information mobile services" and "promote the ability of rural renewable community information applications" the four items are located in areas of high importance and low satisfaction, which are actually the work items that the Ministry of Education should immediately improve or adjust.
