近年來,先是有金融海嘯的衝擊,又有國內嚴重少子化的現象,以及教改政策搖擺不定等問題,大幅度的提高了補教業經營上的風險,因此本研究希望能從地點選擇決策開始,期能奠定最有利的發展基礎。但是在台灣,多數的補教業者,對於地點選擇的項目評估牽涉複雜的決策問題,通常還是依循主觀、經驗的傳統方式,作成概略的判斷,在投入大部分的固定成本後,才發現選擇錯誤,卻無法輕易改變,以致於失敗收場。 本研究即是採用模糊多準則決策的方式來處理補習班地點評選方式。考慮補習班消費者對營業地點選擇的需求因素、國內外地點選擇之相關文獻,並針對有著實際參與補習班地點評選決策經驗的主管或資深人員,也就是負責人、班務主任及資深教師等三類從業人員做為本研究的專家,進行訪談。並對所得專家問卷予以蒐集分析,歸納出補習班地點屬性(C1)、交通因素(C2)、學區因素 (C3)、人口因素(C4)、商圈條件(C5)等五項評選準則。然後,基於層級多準則決策並以決策者權重納入模糊決策範例實證來達到健全補習班地點評選的決策方式。研究結果也說明了地點的可見度、坪數效能、租押金、合法立案及公安消防等是補習班地點選擇的首要考慮因素範圍。而交通便利、學區及人文的優劣則相較於是否位於黃金商圈來說,更形重要。
Abstract This study is to evaluate location-selection of the decision making methodology for learning center business. The importance of this study is to ease the impact of the financial tsunami stroke which against global economic, lesser new born baby phenomenon which impact the population growth, and the vacillation of education policy in recent years. It is also to prevent the failure of building a new learning center which is caused by the traditional thinking of subjective and experienced judgment for location-selection. In some cases, people using the traditional thinking to make the decision to build a new learning center, then regrets after invest most of the money for the hardware and found the selection is wrong. This research is adopted the decision making methodology of fuzzy multi-criteria to handle the location-selection of the learning center. It is considered based on the demands of the customer for the location of the learning center, and the reference documents of the selectable domestic and foreign sites. It is also focus on the experienced directors or senior staffs; that is, a person in charge, a manager and senior teachers who belong to these three types of experts for this research, and proceed with an interview. Besides, it also collects and analyzes the questionnaires of the experts, and concluded the properties of learning center with site(C1), traffic factors(C2), school district factors(C3), population factors(C4), conditions of the shopping district(C5), and other evaluation principles. Then, it is based on the Multiple Criteria Decision Making (MCDM) and the weight of decision makers to subsume the examples of fuzzy decision-making to complete the integrity of decision-making methodology for the location-selection evaluation. The result of this research also shows the visibility of the sites, the efficiency of the square meters, rents and a deposit, legal license, and public safety are all the factors of primary consideration for the location-selection. But the factors of the traffic condition, school district, and cultural quality compared to locate in golden business district or not are far more important.
