國軍知識管理應用現況個案探討─以某兵工廠為例

摘要


二十一世紀是屬於知識的經濟時代,經濟型態由過去的勞力密集及技術密集轉變為知識密集的產業,知識嚴然已成為提升生產力與企業競爭力的主要動力,為了強化組織的效率、及降低成本以提升競爭優勢,企業對於知識必須要有系統的管理。 本研究的個案屬於國軍生產單位,該個案雖屬於光電科技產業,但是由於軍事單位其文件、產品研發等具有保密性,且軍職調動頻繁,迫切將有關的知識作有效的形成、整合、創造、儲存等,以累積智慧,使該單位能夠永續經營。 本研究將探討個案員工對於知識管理實施的相關問題,研究目的為了解軍事個案實施知識管理的現況及具有的特徵,並且希望能夠將研究的結果累積相關知識,提供給軍事生產單位參考。本研究採用個案研究法,經由訪談、實地觀察、及問卷調查等探討個案對於知識擷取、知識儲存、知識運用、知識分享、知識創新等知識活動並分析個案。 其研究結果有以下的主要發現:一、知識管理中將知識外顯化且儲存資料庫中、單位提供知識與同仁分享或是同仁之間知識彼此分享、資料庫中或工作手冊中之知識能妥善運用以及利用工作創新方法才來提升工作效率,以上因素若能修改現況提高水準,其員工的滿意度也能相對提升。二、組織內部應加強對於知識管理的共識,並且指派專人負責並鼓勵員工知識創新。

The 21st century is a knowledge era; economy fashion has shifted from labor-based or technology-based to knowledge-based economy. The role of knowledge to improve a enterprise’s productivity and core competence has became more important than before. In order to improve the efficiency, lower the cost and enhance the competence, an enterprise need to manage the knowledge more systematically. The research based on military unit, Due to its characters, most of the documents of R&D must to be inquiry on the protection of secrets, and the staffs must always be transfer. Therefore how to create, increase, use and save knowledge will be most important topic of the arsenal. We’ll probe into the questions of each staff carrying out knowledge management, and find the properties of knowledge management system. And provide the results to other military units to consult. The research were used Case Studies and Correlation Approaches model, including knowledge transfer, knowledge share, knowledge accumulate, knowledge create and analysis. Its result of study has the following main discovery: First, melt and store knowledge apparently in the database in information management, the unit offers knowledge to share each other with colleague's sharing or knowledge between the colleagues, the knowledge in the database or in the work book can used and utilized the innovative method of work to improve working efficiency properly , if the above-mentioned factors can revise the present situation and improve the standard , its staff's satisfaction can be improved relatively. Second, the inside of organize to strengthen the common understanding of information management, and to assign someone handled it to encourage staff's knowledge innovation.
