政府再造(government reengineering)影響組織變革(organizational change)的效應方興未艾。尤其是政府國營事業機構的經營效率對全民福祉息息 相關,為達成願景、使命及經營目標,因應當前環境的變動需求,國營事業機構 勢必透過組織變革,藉組織學習(organizational learning),提昇整體工作績效 (performance)。本研究旨在探討台水公司,改制為國營事業,在組織變革、組 織學習、工作績效等產生影響及相關性。以台水公司員工為母體,預測α值為0.9 以上,以分層抽樣方式正式進行問卷調查,發放及收回600份,有效問卷582份, 問卷以獨立樣本t檢定、單因子變異數分析、結構方程模式(SEM)等分析,獲 得研究結果為:1. 員工在組織變革對組織學習具有正相關2. 員工在組織學習對 工作績效具有正相關3.員工在組織變革對工作績效具有正相關4.不同屬性員工 對組織變革、組織學習、工作績效有顯著差異。顯示台水公司員工在組織變革透 過組織學習確可提昇工作績效。整體而言,組織變革符合台水公司員工期待,為 活絡組織,宜轉型為「學習型組織」並加強推動組織學習,以增進員工工作績效, 擴大為整體經營績效,有利台水公司永續經營發展。
Recent government police has had a great effect on organizational change. Especially of state-owned enterprises, whose efficiency of management is closely related to the well being of the people. These enterprises must improve their performance by means of organizational change and organizational learning in order to meet the needs of the change of the current environment, and to further achieve their visions, missions and goals. The purpose of this study is to investigate how the transformation of Taiwan Water Corporation (TWC) into a state-owned enterprise affected its organizational change, organizational learning and performance. Six hundred staff nationwide were randomly chosen and given a questionnaire. Five hundred and eighty-two valid questionnaires were returned. The results were analyzed by Independent-Samples t test, One Way ANOVA and Structural Equation Modeling (SEM). The results indicate that there are positive correlations between; staff performance and organizational learning, staff performance and organizational change and between staff learning and organizational change. Staff from different backgrounds performed very differently with regard to organizational change, organizational learning, and personal performance. Furthermore, the results indicate that the staff of TWC can be improved by means of organizational change. In conclusion, the level organizational change meets the expectations of the staff of TWC. To invigorate the organization, TWC should be transformed into a “learning-oriented” organization. This will help to promote its organizational learning and improve the staff’s performance, which will eventually contribute to the enhancement overall operational performance and sustainable corporate development of TWC.
