摘要

本文之主要目的，在於探討防治與改善鋼鐵廠整廠噪音污染現況的實施準則，其中關於噪音污染防治與改善案之規劃、執行步驟、與評估等均有詳盡之敘述，例如：主要噪音源之研判、背景噪音之影響、環境特性之考量、改善方案之規劃、防治工程之設計、與改善後成效之評估等，皆含蓋在研究之範圍。並且就上述之各個要素設計出進行噪音污染防治與改善案之可能流程，以描繪出鋼鐵廠整廠噪音污染防治與改善之模式。此研究計畫特將東和鋼鐵企業股份有限公司，位於小港臨海工業區內之臨海廠，作為實際改善之對象，應用所建立之流程與模式，分別完成多項噪音防治工程。經此改善計畫後，該鋼鐵公司臨海廠整廠區域周界噪音量，已有顯著之成效（由改善前的72-76分貝降低十數分貝左右）。此改善案曾被〞高雄市環保行政概況〞，列為八十年度專案輔導中，緊臨住宅區之大型鋼鐵廠整廠噪音污染防治與改善成功案例之首。

The description to how to control the noise from steel/iron plant is discussed in this paper. Including the identification of noise sources, the effort of the background noise, and the properties of environment, the procedure for noise control is developed. Based on this procedure, the improvement on noise sources was done for the Lin Hai mills, Tung Ho Steel Enterprise Corp. And, the total noise was reduced to the agreed-on value. This project is one of the successful projects mentioned in ”The Environmental Protection Abstract of Kao Hsiung City”, 1991.
