In order to obtain the opinion from teacher and students of the Chung Hua University about the indicators of teaching evaluation, a questionnaire for data collection was taken by means of stratified random sampling. The data has been analyzed with statistical methods. The result of study shows the relation between teacher's evaluation score and the down-rate given by that teacher reaches a negatively moderate degree. Besides, the important factors of teaching evaluation considered from students and teachers separately are not consistent Therefore, we synthesize the ideas of both sides to design a model including ten weighted indicators to be the counting standard of teaching evaluation
