以城帶鄉與城鄉一體：1990年－2011年中國城鎮化發展模式的雛議

摘要

1978年後中國的經濟改革開放，快速的經濟成長帶動中國城市化發展。在每五年提出一次的計劃經濟整體規劃下，透過發展產業、吸納外資，以促進城鄉發展的模式，推動中國的全面現代化；但是在加速中國邁向現代城市化的腳步的同時，也因經濟發展導致城鄉結構差距的問題浮現。誠然中國政府在意識到此類問題後，已開始規劃城鄉發展政策－「城鄉一體化」做為解決問題的指導發展綱領，並透過多重政策的制定試圖解決這種不均衡地理發展的問題；但是城鄉轉型關鍵的產業結構問題與城市擴張的土地需求的問題依然困擾著中國城鄉未來發展。本文從1990年－2011年中國「城鄉一體化」的歷史發展脈絡過程與城市擴張現象作為切入理解，並對於該政策產生的背景進行分析。結論認為目前中國所推動進行的「城鄉一體化政策」，有著短期內實然面上無法克服的經濟發展與城鄉制度問題。因此「以城帶鄉」成為政策的實質內涵；其發展核心，仍以「鄉村城鎮化」、「鄉鎮城市化」做為現階段發展模式，而未能實踐政策宣稱的「城鄉一體」。

After 1978, China's economic reform and rapid economic growth were driven by urbanization development in China. the overall economic planning administered every five years for the development of industry attracted foreign investment and promoted rural development pattern and China's extensive modernization. In modern China, the pace of urbanization accelerated, but it led to a gap between urban and rural structures due to economic development. Aware of such problems, the Chinese government has begun planning and rural development policies - ＂urban-rural integration＂ as a problem-solving guideline for the development program. But urban and rural transformation, urban expansion and industrial development processes are still plagued by the future development of China's urban and rural areas. Chinese ＂urban-rural integration＂ process of historical development and urban sprawl phenomenon comprise the background of the policy generated for this study. It concludes that the current push by China conducted ＂urban-rural integration policy＂, has economic development and urban and rural real institutional problems in the short term so ＂the city with rural area＂ has become the core of this policy; however ＂rural urbanization＂ is still at the stage of development mode and ＂township urbanization＂ truly has become a declaration of ＂urban-rural integration.＂
