2020年因新冠肺炎疫情的大規模擴散,不僅對世界各國人民的健康形成重大威脅,也對各國政治、經濟、社會文化的發展帶來巨大的衝擊,此波疫情衝擊代表一種非結構性危機的傷害,讓吾人得以重新反思對此種危機的因應之策。由於我國國會的所在地以及建築未能符合民主國家國會需求,故而多年來一直有遷建之提議,而在此次疫情衝擊之下,首都圈所受到的威脅遠大於其他地域,由此可知國會遷建議題回應一種風險分散的思考,本文認為此波疫情凸顯非結構性危機意識強化之重要性、首都機能分散的空間重構以及遠距通訊溝通方式的強化,成為相關政治議題所需思考的要項,職此,國會遷建議題應該有所行動。惟立法委員的社會形象不佳、行政與立法互動成本增加以及缺乏強烈意志推動國會遷建的主政者態度均使得國會遷建議題難以有具體的進展。
Due to the large-scale spread of the COVID-19 epidemic in 2020, it not only poses a major threat to the health of people in a lots of countries, but also brings a huge impact to the political, economic, and social and cultural development of a lots of countries. This wave of epidemic impact is regarded as a non-structural crisis. making us dealing with impacts of crisis prudently. As the location and building of our Legislative Yuan fail to meet the needs of the parliament of democratic countries, there have been proposals for its relocation for many years. Under the impact of this epidemic, the capital region is much more threatened than other regions. This shows that the relocation of Legislative Yuan proposed responds to thinking of risk dispersion. This paper believes that this wave of epidemic highlights the importance of strengthening the awareness of non-structural crisis, the spatial reconstruction of the decentralized function of the capital, and the strengthening of long-distance communication methods, which have become important considerations for related political issues. In this regard, people should take action on the proposed relocation of Legislative Yuan. However, the poor social image of legislators, the increase in the cost of interaction between the Executive Yuan and Legislative Yuan, and the lack of a strong will to promote the relocation of the Legislative Yuan make it difficult to make concrete progress on the relocation proposal of Legislative Yuan.
