隱而未見的代價:臺灣社會工作短期契約僱用探析

The Invisible Cost: The Causal and Contracted Social Workers in Taiwan

摘要


本研究關心臺灣社會工作領域中的短期契約僱用,採質性研究設計,探討在此類勞動關係中之社工員的就業環境,以及此類勞動關係與條件對專業服務的影響。透過對處於短期契約僱用之社工員的深入訪談,以彼等之直接經驗與專業判斷作為分析的材料。研究發現為:(1)就業於短期契約的社工員確有就業不安全的情況。(2)在短期契約勞動中,不但就業條件是不安全的,且形成不利提供專業服務的環境。(3)社工員們指出,在短期契約就業中,存在著不利社會工作專業服務品質及不利累積專業經驗之威脅。綜言之,在新管理主義思維作用下的委託外包作法,及雇主(政府與機構)為降低人事成本及轉嫁風險,所運用的短期契約僱用型態,存在了隱而未見的外部成本,即以社工員就業安全、案主權益、服務品質及專業責信為代價。最後,基於研究發現,本文對相關議題進行討論。

Under the impact of Neo-liberalism, contract-out and privatization becomes the main welfare delivery approaches in many welfare states including Taiwan. In these delivery approaches, causal or contracted employment is common in social work. Under the causal or contracted employment, social workers who are qualified helpers are experiencing the insecurity status and even in need of protection when they are helping their clients. Three main kinds of welfare organization's causal or contracted employment in Taiwan are included in this research. By theoretical sampling, fourteen social workers under those employments are interviewed to explore what the effects are and how it happened in their professional careers and in the services for clients. The findings are as follows: 1. Different kinds of atypical employment relation apparently show the deficient employment protection. The end of the work and the discontinuity of career are the most harmful experience. 2. Underpinning the contractual short term of employment, there are many other unfair regulations and control under contract in manifest and latent. These will result in negative environment which will hinder the provision of professional service and treatment. 3. According to really experience in contracted employment, the interviewed social workers declare that causal employment caused negative effects for their professional career developments and harmed the right of clients. Finally, based on research findings, some advance issues are discussed by authors.
