是「控制」還是「支持」？從「科層體制」觀點探討軍隊社會工作者的倫理困境

「軍隊社會工作」在美國實施有七十年的歷史，然而，關於我國軍隊社工的研究卻始終處於邊緣地帶。本研究亟欲探索這群軍隊社會工作者，在軍隊這個典型的科層組織實踐社會工作時，遭遇到哪些倫理困境？在研究方法上採質性研究中的「深度訪談法」，訪問五位現役的軍職社工。研究結果部分呼應了文獻探討中美軍的研究發現，歸結出我國軍隊社工所面臨的四個倫理困境：一、社工—軍隊組織控制與安撫的打手。二、官大真的學問大。三、任務為導向，而非案主中心。四、誰是真案主？誰在假生病？最後，本文也據此提出反思與建議。

＂Military social work＂（MSW） in the U.S. Army has been implemented over seventy years. However, the practice of MSW in Taiwan is hardly for discussion. The main purpose of this article is to explore the experience on ethical dilemma of military social workers and to better understand the military factors that may contribute to those ethical issues. This article adopts qualitative research method and in-depth interview was conducted to collect data from 5 military social workers. The results showed the ethical dilemmas of military social workers included the followings：（1）to also be the＂hatchet man＂hired by military；（2）to make decision depended on rank instead of profession；（3）to be loyal to mission instead of client；（4）to identify the＂real＂client. Finally, the reflections and suggestions toward practice were discussed in this paper.
