新加坡綠建築評估強制化與空調系統能效規範措施研析

Study on Mandatory Green Building Requirement and HVAC System Efficiency Regulation in Singapore

摘要

隨著建築環保日益受到重視、但建築相關單體設備效率之物理極限逐漸逼近成本瓶頸，綠建築強制化以及建築、空調系統能效規範極有可能成為未來建築節能規管之重要趨勢。本文發現新加坡在綠建築強制化及空調系統能效規範之做法積極全面，強制、獎助、確效措施皆備，值得我國參考。本文最終依我國現況，提出綠建築、空調系統能效規範可能之推動做法，以呼應全國能源會議共同意見之期待，具體強化與新增建築空調節能法規與設計規範。

As the importance of energy saving and environmental protection growing but the efficiency of single equipment limited by the bottleneck cost, the mandatory green building requirement and HVAC system efficiency regulation are very likely key tends of building energy saving in the future. This study reviewed Singapore's building energy conservation measures, and found out that it's worth referring that Singapore authority comprehensively adopted mandatory, incentive, and performance verification measures on its green building and HVAC system managements. To respond the conclusion of Taiwan Energy Conference that adding and reinforcing building and HVAC energy-conservation regulations, this study finally proposed some strategies on managing green building and HVAC system in Taiwan.
