花東條例與花東區域治理框架建構初探:以臺東縣綜合發展實施方案觀察分析

摘要


《花東地區發展條例》自2011年06月29日公告實施,於2021年已屆滿十年。該條例之立法目的為推動花東地區產業發展,維護自然生態景觀,發展多元文化特色,提升生活環境品質,增進居民福祉,這當中承載從中央政府到花蓮、臺東兩縣社會各界對花東地區長遠發展之願景。本文首先探討區域治理的學理與國內法制及案例;接著檢視依據條例第5條之規定,依「花東地區永續發展策略計畫」擬訂四年一期之「綜合發展實施方案」進行前兩期的內容盤點,發現花東區域整體發展連結不足、花東基金投資不均、基礎建設不足、缺乏基礎及新興產業投資、公共交通運輸缺乏有系統之整合、綠能相關計畫較少…等重要議題;並針對東臺灣的區域共同性與再結構化議題進行討論,最後初擬花東區域治理平臺框架。透過花東區域治理框架在不同範圍行政區域之間,建立起相互協調與合作的治理體制;鼓勵政府、企業、民間團體組織及地方民眾共同參與,以解決區內地方資源不足以及區間建設不易協調或配合的問題,進而謀求整個區域資源更有效配置;建置與分享花東區域合作各項資料庫,以掌握兩縣綜合發展實施方案空間配置情形,以強化花東區域整體發展連結性,不管是透過雙心規劃以玉里、成功為次核心強化區域整體發展,抑或是透過「二軸」--花東縱谷軸帶及海岸軸帶、「雙環」--花東山海北環及山海南環之發展,同步引動花東各區塊進行不同主題的發展,以塑造東部農莊經濟發展模式,使東部區域之發展全面躍升進行空間再結構,為花東區域治理中首要之任務。

The "Hualien-Taitung Area Development Act" was announced and implemented on June 29, 2011, and expired ten years in 2021. The legislative purpose of the ordinance is to promote the industrial development of the Hualien-Taitung area, maintain the natural ecological landscape, develop multicultural features, improve the quality of the living environment, and enhance the well-being of the residents. It carries the vision for the long-term development of the Hualien-Taitung area from the central government to the general public in Hualien and Taitung counties. This article first discusses the theory of regional governance and domestic legal system and cases; then examines the "comprehensive development implementation plan" formulated every four years in accordance with the provisions of article 5 of the ordinance, and the first two phases of the "comprehensive development implementation plan" formulated in accordance with the "strategic plan for sustainable development of the Hualien-Taitung area" The content inventory of Hualien-Taitung district found that the overall development of Hualien-Taitung area is insufficient, uneven investment in the Hualien-Taitung area sustainable development fund, insufficient infrastructure, lack of basic and emerging industry investment, lack of systematic integration of public transportation, and few green energy-related plans... etc. Important issues; It also discussed the issues of regional commonality and re-structuring in east Taiwan, and finally drafted the framework of the Hualien-Taitung regional governance platform. Through the Hualien-Taitung regional governance framework, a governance system of mutual coordination and cooperation is established between different administrative regions; the government, enterprises, civil society organizations and local people are encouraged to participate together to solve the shortage of local resources in the region and the difficulty of coordination or coordination in regional construction. In order to achieve a more efficient allocation of resources in the entire region; build and share various databases of Hualien-Taitung regional cooperation to grasp the spatial configuration of the two counties' comprehensive development implementation plans, so as to strengthen the overall development connectivity of the Hualien-Taitung region. The central plan takes Yuli and Chenggong townships as the sub-cores to strengthen the overall development of the region, or through the "two axes" - the Hualien-Taitung rift valley axis and the coastal axis, the "double ring" - the development of the Hualien-Taitung among the mountains and the oceans north ring and the among the mountains and the oceans south ring, synchronizing motivating the development of different themes in each block of Hualien-Taitung, to shape the economic development model of the eastern farms, and to make the development of the eastern region leap forward and carry out spatial restructure is the primary task in the governance of the Hualien-Taitung region.
