The Professional Agrologists in Agricultural Policy and Strategic Extension

農業專業人員在農業政策和策略性推廣的角色

摘要


農業專業人員,指在專業學術領域接受過高等教育,在農業研究、教學、推廣及行政機構工作.執著專業倫理而持續對該行專業學術領域和社會福祇有貢獻者。農業專業人員要覺察到世界經濟,正由政府控制的演變為民間市場誘導。在「關稅暨貿易總協定」原則規範下,小農場將愈有困難和大農場在國際市場競爭。農業專業人員要認識,從長程觀點,教育農民將是幫助農民解決農業暨農村問題的基本辦法。在新經濟秩序裡,教育投入較多的國家將較有競爭力。農業專業人員引導的技術導向的政策,需要包容社會不同觀念與聲音。他們需要和利益團體聯繫,以擴大農業部門的政治資源。專業農業人員需要建置一個教育性體制,將政策形成與執行能包含在推廣計畫和教育裏。有這種策略性安排,農業推廣才能發揮教育性效果。表一建議一個公共選擇模式,包括推廣工作者在內,農業專業人員在政策制定裏的角色,以達成策略性推廣和人本導向的政策制定目標。

Professional agrologists may be defined those who received higher education in a specialized field or discipline; work at agricultural research, teaching, extension and administration in institutions; adhere to professional ethics; and continuously make contributions to a specialized discipline and to the well being of society.Professional agrologists have to be cognizant of the fact that the world economy is changing from government controlled to private and market guided. Small scale farms will find greater difficulty in competing with large scale farms in the international market under the GATT principles. Professional agrologists have to realize that in the long run educating farmers is a basic solution for helping farmers to solve rural and agricultural problems. In the new economic order, countries that invest more in the education will become more competitive.Technology-centered policy guided by professional agrologists needs to constitute different views and voices from society. They need to be more conscious of allying with interest groups to enlarge agriculture's share of political resources. A mechanism needs to be developed to have instruction about policy formation and implementation included in extension programs and education. With such strategic arrangement by professional agrologists, extension can be educationally effective.Roles for professional agrologists including extension workers in the public choice model of policy making are suggested in Table 1 to achieve the purposes of strategic extension and people-centered policy making.
