摘要

在本文裡，我們回顧國家創新系統之概念，並且探討解釋國家創新系統運作之因素與可能衡量指標。基本上，國家創新系統支持技術在地化，強調以巨視觀點探討社會、制度及經濟環境對於技術創新的支持與擴散。就成因而言，國家創新系統所應包含的分析面向，有一般性架構與實徵證據之爭。而在國家系統創新效果衡量上，則以專利指標最具代表性。而應用專利資料所計算之比較技術優勢指標更被認為是有效之分析工具。最後，我們討論國家創新系統之政策意涵。

In this paper, we introduce the concept of the national system of innovation, and discuss the possible measurement of its causes and consequences. The national system of innovation promotes techno-nationalism, arguing that appreciation of the social, institutional and economic environments is critical to explaining the generation and diffusion of technological innovation. The causes of the system remain unclear, as some support a priori framework and others focus on empiricism. In terms of the measurement of the system effect, patent is generally considered as effective, with the use of revealed technology advantage index prevalent in the literature. We conclude the paper by discussing some policy implications.
