摘要

資訊科技的快捷進展及全球化運動的形成，促使世界經濟發展邁入知識經濟時代，整個地球村的面貌正在迅速改變，知識、學習及研發創新已逐漸成為主流價值與核心，傳統型政府的運作模式已遭遇前所未有的困境，面對內外在環境的複雜、動態與多元性，政府在型態上與功能上均須有所因應。本文試圖從學習型組織、知識管理及研發創新的角度出發，剖析政府現階段研發創新作法，並探討以知識為核心的政府型態，提出政府結構修正的方向，最後針對知識型政府之建構擬具建議意見，希冀提升國家整體的競爭力，奠立永續發展的磐石。

The revolution in communication technology and the globalization trend have brought economic change that enhanced the importance of knowledge. The long predicted ”information society” and ”knowledge-based economy” are now emerging as tangible realities. Research and development to renovate becomes the main stream and knowledge eventually shapes the traditional value. Government could not but give up conservative thinking but implement a new way of management. The paper tries to explore how the government conducts research and development projects by examining the success made by applying knowledge management to achieve an intelligent government. The paper proposes some suggestions toward the construction of an intelligent government in order to promote the competitive practice of government performance.
