數位時代之組織改造

Prospective of Government Reform at the Digital Era

摘要


過去五十年來,我國政府一直持續不斷地進行政府組織改造工作,每一階段之改造策略與方向均與當時之政治、經濟與社會環境等息息相關。由於資訊通信科技之廣泛應用,數位時代下政府組織改造之作法亦應有不同思維。本文說明電子化政府有關數位行政之特性以及近年來政府組織改造之推動作法與成果,並分析網路時代對數位行政及組織改造之影響,俾供後續政府組織改造作業推動之參考。

For the past five decades, government reform has been executed continuously by Taiwan government and the reform strategy in each period is closely associated with the political, economic and social environment. During digital era, the strategy of government reform should be adjusted because of the application of information and communication technologies. This paper first emphasizes the characteristics of digital era and the results of government reform during the past decades. Then, continue to analyze the influence of ICT on eadministration and organization reform during digital era. Finally, propose some suggestions for future prospective.
