隨著地方自治的逐步確立,以及政府資源的有限性,當前的府際關係因為競爭型計畫與執行權力下授到地方層級,而正邁入新府際關係的風貌。在新的情勢下,地方政府必須注意中央施政與政策意圖,透過管理行為將其與本地的施政構想進行結合,建構以資源引導型政策為核心;強化府際之間溝通的夥伴關係。 本文作者以其三年的公職親身經驗指出,政黨因素考量難以避免,但是地方政府仍可致力於競爭型標案與方案管理,引入中央資源活水,打造具有特色的地方生活風貌與實踐施政藍圖。提案過程與內容,不以文辭取勝,而是注意部落;社區與村里的基層民主參與;策略管理;績效考評等現代化管理策略,才能提高府際溝通頻率,實踐中央與地方雙贏的局面。
The intergovernmental interaction have been challenged by current constraints, facing of a decrease in funds, local autonomy, partisanship, for example. Recent years, the shifting of responsibility among central and local governments and contracting-out policy contributes to the effectiveness in intergovernmental service delivery. Here comes the age of New Intergovernmental Partnership. Based on the author's own 3-year public service experience, this article discussed the coping strategies that should be used to enhance the productivity of intergovernmental relations, including program planning and implementation, public and neighborhood involvement before competing for biding of central government, mission-driven organizational performance appraisal, and strategic management. Smooth interaction and policy steering among central and local governments can be enhanced when communication is enhanced.
