摘要

在今日，人權理念已是普世價值、主流價值，為了維護社會正義、落實人權保障，則強化對人權理念的重視與理解，是十分重要的。因此，解構人權理念、對其意義、基礎、性質、啟蒙、發展過程做一研究，並進而推展人權教育、落實人權理念，乃是非常有必要的。
是以，本文經由「理念」層面出發，對人權理念之意涵、人權理念之遞嬗、人權理念之推展等三個層面的研析，針對人權理念做一規範性研究，冀能有助於社會正義的維護、人權教育的推展，至於台灣經驗面向之人權議題，則僅於文中略為提及。

The human rights ideas are the general main stream value for maintaining the social justice, human rights protections, and strengthening the understanding and the importance of the human rights ideas which are vitally important in today's world. Therefore, it will be very important to understand the basic structure of the human rights ideas by doing the research on the meaning, foundations, properties, initiate, and development of the human rights ideas in order to promote the human rights education and practical usage of the human rights ideas.
This paper will be based on the perspective of ideas to analyze the meaning, evolution, and development of the human rights ideas. It will be the standardized research on the human rights ideas and hope to assist in maintaining social justice and promoting human rights education. For the human rights issues based in Taiwan experienced, it will be mentioned in the paper briefly.
