農會推動農村社區發展之人力資源提昇策略

Human Resource Development Strategy of Rural Community Development for Farmers' Associations

摘要


農會在創新農村社區人文發展計畫中為農政部門主要的合作夥伴和推動主體,各級農會推廣部門的相關業務推廣人員,則是業務的實際執行者。本文擬首先從「垂直整合」的觀點,建立「省-縣、市-基層」,各級農會推廣人員在推廣創新農村社區人文發展業務之監督輔導和資源流通機制有關的能力架構;其次,本文擬從「水平整合」的觀點,建立「基層」農會推廣人員在整合農村社區組織以執行創新農村社區人文發展業務有關的能力架構。本研究旨在建立適當能力架構和人力資源提昇策略,以持續增進計畫運作的效率和績效,並於結論提出農會推廣人員推動社區發展所需之重點能力,及各種背景變項在不同能力上之差異,並提出選才策略及育才策略建議等。本文將問卷調查所得各題項資料,經因素分析並萃取得到共23個因素,其中在基本態度與能力之構面,農會的農村社區發展推廣人員認為最重要之能力因素為「瞭解關心」與「積極正向」,而在垂直整合能力之構面,則以「願景表述」為最重要,此外在水平整合能力構面,最重要之社區發展能力因素為「發掘資源」能力與「組織管理」能力。本文並據以提出結論,以及選才策略與育才策略之建議,希冀研究成果能提供農政部門在推動創新農村社區人文發展業務之人力培訓,以及農會推廣人員在執行相關業務時,自我能力提昇之參考。

The farmer's associations have built collaborative partnerships with the agricultural administration in the process of implementing rural community development programs. Based on the theories of vertical and horizontal integration, this study formulates a capacity framework of agricultural extension practitioners for rural community development. This study proposes strategies for promoting the human resources required in rural community development. The main findings include 23 factors that are extracted through factor analysis. Among those factors, ”care-understanding” and ”active-positive” are considered as the most important in the facet of basic attitudes and abilities, while ”forwards perspectives” is essential in the facet of vertical integration and ”searching resources” together with ”management capacity” are the key factors in the facet of horizontal integration. With this, some strategies are proposed for training the extension practitioners.
