農漁會信用部與其他金融機構之薪資差異與薪資拆解

Wage Differential and Wage Decomposition between Credit Department of Farmers' and Fisherman's Associations and Commercial Banks

摘要


本研究藉由Oaxaca薪資拆解模式探討1994年至2010年農漁會信用部與其他金融機構之薪資差異與其來源。實證研究發現,農漁會信用部與其他金融機構間的薪資差異主要來自於農漁會信用部的薪資折扣,亦即農漁會信用部支付給其受僱員工之價格低於公平薪資下的價格,此薪資折扣之來源為教育程度等人力資本以及地區別效果,稟賦效果在大部份年份降低農漁會信用部與其他金融機構間的薪資差距。同時,農業金融改革後,農漁會信用部受僱員工與其他金融機構(特別是本國、外國銀行)受僱員工的薪資差距持續擴張,農業金融改革後農漁會信用部薪資的折扣仍是主因。

This study merges data sets of the "Employee's Movement Survey" and the "Employee's Earnings Survey" from 1994 to 2010 to analyze the employees' wage differentials and their sources between the Credit Department of Farmer's and Fishermen's Association (CDFFA) and commercial banks in Taiwan. The results show that the employees' wages in CDFFA are substantially lower than those in domestic commercial banks and those in foreign banks. These wage gaps sustained even after the financial reform of CDFFA during the early 2000s. The Oaxaca's decompositions further reveal that the endowment effect actually migrated the wage differentials. The adjusted wage differentials between CDFFA and commercial bank can mainly be attributed to underpayment of CDFFA employees, especially through human capital endowment and region characteristics. Given the same human capital and same region, CDFFA employees are paid lower prices than the prices in a nondiscrimination labor market. The underpayment of CDFFA employees continued through the financial reform.
