一九九O年開使實施民主改革後,外蒙古的對外政策以國家現實利益為主要考慮,但在廣結善緣的原則下,仍以發展和南北兩鄰中共及俄羅斯的關係為主要優先。 近十年來,蒙古和中共的關係基於國防安全及經濟利益的需要,雙方藉著高層官員的互訪,在政治、經濟、文化等方面皆有相當程度的接觸。然而當雙方關係發展密切後,有識的蒙古學者及政治人物亦開始為蒙古是否會重回到過去對前蘇聯的依賴,而造成蒙古的自主獨立性受限的憂慮。
Mongolian political reforms launched in 1990 have had a great impact on Mongolian foreign policy. In terms of security and interests, Mongolia has been taking opportunities to make as many friends as possible with countries in the world. Nevertheless, relations with its two neighboring countries, Russia and China, are still given more weight. In the past ten years, through mutual visits of high officials, Mongolian-Chinese relations have been developing in the political, economic, cultural, and military realms. Some Mongolian educators and politicians are, however, beginning to worry that if Mongolia’s economy depends too heavily on China, Mongolia’s independent status might be damaged again, as was the case when Mongolia had close ties with the former Soviet Union.
