In examining the performances of the Hu-Wen administration over the past two years, oil diplomacy played a dominant role. Multi-level and diversity are its features. Initially, China promoted oil diplomacy to meet the needs of economic development. As China's economy boomed, breaking through U.S. soft containment and playing the role of great power on the international arena became two important aims of China's oil diplomacy. Oil diplomacy also has become a bargaining chip in pursuing further strategic goals.
