氣象局地震預警系統的現況與未來發展

DEVELOPMENT OF THE EARTHQUAKE EARLY WARNING SYSTEM IN CENTRAL WEATHER BUREAU

摘要


地震預警系統能在地震發生之後預估地震動的大小,並且在破壞性震波抵達目標區域前發出警報,讓民眾及自動化設備能夠提前採取防震措施以減輕地震帶來的危害與對社會的衝擊。為了爭取震波來臨前更多的預警時間,地震預警系統必須盡可能地用最有限的資料預估震度。由於傳統的地震學方法在資料有限的情況下無法提供準確的震度預估,本文將探討機器學習技術在提升震度預估準確性上的潛力,並回顧氣象局地震預警系統的發展與現況說明。

An earthquake early warning system can provide ground motion predictions and issue warnings to target areas after an earthquake occurred. People and automatic facilities are able to receive warnings before the strong ground shakings and take actions to prevent from damages. In order to earn more warning time, the earthquake early warning system usually takes advantage of limited data to predict ground motions. However, based on traditional seismological methods the earthquake early warning system is not able to provide accurate ground motion predictions. In this paper, we summarize the current status of the earthquake early warning system in Central Weather Bureau and discussed further applications of machine learning techniques.
