台灣位處板塊交會處之活動造山帶,地震災害成為我國天然災害之要首。1999年921地震與2002年發生的331地震,活動斷層安全課題變成社會關注焦點所在。以都市防災角度來看,應針對活動斷層限制發展應提出對策機制減低並預防地震災害。 本研究藉由財產權理論分析確定損失補償標準,並整理國內外地震防災土地計畫實證,建立一套活動斷層限制發展處理機制。此機制以都市土地為範圍分為「預防整備」與「災後重建」,提出三種處理策略構想:土地使用型態改變、土地使用強度改變、建築耐震強度改變。土地使用處理手段包含有「區段徵收」等六種;建築耐震手段則是對各建築物設計耐震部分作評估與補強手續。處理策略評選方面,則運用模糊德爾菲法(Fuzzy Delphi )與模糊層級分析法(Fuzzy AHP)建立評估指標權重與評選方法,分成「建築物震害安全」、「實質空間使用」、「防災措施整備」與「政府行政」四大向度、12項指標以確立適當之處理策略,提供公部門決策時之建議參考,以達到安全都市目標。
Taiwan is located at the frequent orogenic zone, and the geology is movable. Therefore the earthquake disaster is the NO.1 in native disasters that happened in Taiwan. The secure issues about active faults become the focus in our society because the Chi-Chi earthquake (1999) and the 331 earthquake (2002) caused enormously loss for people. If the personal land around the active faults changes into developed circumscription, it will affect the people rights and interests critically. The restricted policy is necessarily for damage decreasing. Therefore we should address the administrable mechanisms of active faults developed circumscription, and we can understand how to protect our property. The research analyzed the compensative standard by the property right theory, and it adjusted correlate documents such as the territorial administration around active faults after the Chi-Chi earthquake. Then, the research planed as a whole to establish the administrable mechanisms of active faults developed circumscription. In this mechanism, it included precaution before the earthquake and renewing after the disaster. Furthermore, the research applied Fuzzy Delphi Method and FAHP to establish the evaluative index and the evaluative weight in the administrable devices.
