從學術建構到政策實踐:永續臺灣指標的發展歷程及其對制度運作影響

From Academic Research to Policy Implementation: The Development Process and Institutional Influence of Taiwan Sustainable Development Indicators System

摘要


建立永續臺灣指標的目的,在於透過一套評量的工具,面對政府政策在經濟發展與環境生態的權衡,導引政策內涵與發展方向的永續性。本文回溯指標系統建構的研究歷程,以學術領域的研究為基礎,進一步分析其背後的理論意涵,以及指標建構對於整體永續議題的影響,並對臺灣未來永續政策提出規範性的建議。本文在研究方法上採取宏觀的角度,將永續臺灣指標系統六年研究歷程分期,並分別就各個階段進行縱向回溯;為了分析永續發展政策的建構,本文進一步從制度量能(capacity-building)提升途徑,賦予橫向面理論意涵。本文認為臺灣永續發展指標的建立,若結合永續發展綱領性文件所提供的願景,以及行政院永續發展委員會的組織運作等三大機制,將會發揮最大的效用。指標系統藉由提供決策預警、檢討及導引的功能,讓機制間得以緊密互動,從制度途徑結合隔代分配正義、環境承載能力與經濟內部化理念模型,有效的提升臺灣永續發展的量能,並使得臺灣環境議題從過去偏重社會主流典範(Social Dominant Paradigm)朝向新環境典範(New Environment Paradigm)範型變遷。最後,本文認為在現有的基礎之上,指標系統未來應該定期追蹤與更新,以期有效反應臺灣永續發展的現況。並且持續推動資訊公開化、並加強公共參與與民間治理的機制,建立完善的政策網絡,形成未來臺灣永續發展政策制定過程的重要依據。

A set of SDIs (National Sustainable Development Indicators) could be an effective policy instrument to evaluate the balance between economic development and environmental protection Information shown by the SDIs, we could make policies toward sustainability Based on the research efforts on the indicators system, this paper analysis the building process, theoretical content, and the relative influences to the sustainable issues Lastly, this paper provides normative suggestions to Tan an sustainability the coming sustainable policies This paper divides the six-year research period into t o stages, tracing their longitudinal development respectively In order to analyze the sustainable development policies, this paper takes the institutional capacity-building approach to empower the cross-sectorial theoretical content This paper suggests the SDIs be linked with other to important mechanisms Firstly is the vision on sustainable development, which is provided by relative guidelines, declarations, action plans and the like Secondly is the organizational operation of National Council for Sustainable Development Together, these related mechanisms would promote sustainability more efficiently In addition, the SDIs system also provides insights into various public policies, especially in policy prediction, reviewing and formulating Other than the institutional capacity-building model, the theory of sustainable development also includes the intergenerational justice model, the carrying capacity model, and the economic internalization model These four main models will be helpful to enlarge the sustainable development capacity and formulate the change of environment paradigm Lastly, this paper suggests the authority review and renews indicators systems regularly Meanwhile, the authority should keep on promoting the institutions of information publicity, public participation and democratic governance Based on these strategies, the authority could improve the existing policy network and more toward sustainability.
