多元性區域環境風險評估：以陽明山國家公園為例

摘要

本文主要目的，旨在建立一套評估方法，可納入多危險源、多空間單元、多受體、多元暴露及民眾參與，以進行綜合性的區域環境風險評估。透過陽明山國家公園之案例分析，應用歷史資料、遙測資料、實地調查資料，及地理資訊系統技術處理，進行整體性的區域環境風險評估。案例評估結果顯示評估地區的環境危險源、脆弱度與風險特性，及高環境風險地區的空間分布。最後亦提供亟需推動環境風險管理措施地區的建議，及不同地區風險管理策略擬定的重心，以作爲環境規劃或管理者之決策支援。

This study develops a risk assessment methodology for assessing the regional environmental risk associated with multiple hazards, multiple areas, multiple receptors, multiple exposures and public participation. This article develops a process for environmental risk assessment and testes it through a case of Yangmingshan national park. Using a combination of historical records, remote sensing data, survey data, and GIS techniques, the results of the case show the characteristics and spatial distribution of the environmental hazards, vulnerability and risk over the area. The analytical results also reveal a number of sub-areas with the greatest need to reduce their risk. The findings provide environmental planners or managers with a useful basis for decision-making regarding environmental risk management.
