政府改造雖是全球治理大勢所趨,然而任何組織變革都可能引發諸多疑慮與抗拒。執政者如何提出理想願景,規劃創新策略,排除改革障礙,落實方案執行,無疑攸關國家政經發展及競爭力能否有效提升。本文藉由「創新」與「執行力」這兩項組織興革理念,分從整體政局演變、掃除黑金政治、推動組織改造等三個層面,檢視陳水扁總統所領導的民進黨執政團隊,陸續規劃並逐步推行相關政府改造工程,及其所遭遇的諸多運作困境。筆者對掃除黑金行動與組織改造四化,大致給予正面評價,同時建議未來政府改造理念,應該從創新邁向執行力,積極凝聚朝野共識,儘速通過相關法案,期能貫徹各項組織變革工程。
Although reinventing government is a very important trend of globalization, organizational changes often result in suspicions and resistance. The leaders must have proper visions and strategies to promote the national development and competitiveness. This paper examines the government reform of the ruling Democratic Progressive Party in Taiwan, and the following three issues are discussed deliberatively: the evolution of political situations, anti-corruption campaigns and organizational reforms. In terms of innovation and execution, the author argues that the DPP's government reform contains plentiful innovations, but it has not been carried through yet. At last, I admire the DPP's endeavors to counter corruptions and promote organizational reforms, and suggest that ”from innovation to execution” should be the right strategy of getting things done.
