我國政府近年來推展各項社會福利政策,然社會福利案件卻仍層出不窮,顯然政策過程出現了瑕疵,本文認為社政單位間的互動關係在政策過程中的重要性不容小覷,因此本研究以北、高兩市為主,探討市政府社政單位間的部際互動,以文獻分析與深度訪談來了解社政單位間的權責關係、資訊流通、資源交換、以及部際文化,並比較兩市的不同。研究發現社政單位間有不情願的服從關係,因此導致單位間對於彼此的合作互動產生認知上的差異,使得政策執行過程產生種種障礙,包括資訊互動無效率;資源無法有效利用;以及不信任的部際文化。此外,雖然同是不情願的服從關係,但北高兩市對於部際合作的模式有不同的認知,前者比後者更重視部際平行的夥伴關係,因此對於部際溝通與協調比後者有較高的期待。
This study intends to explore the difficulties embedded within interagency interactions in implementing social welfare policies at local level. Taiwan's government has placed an emphasis on social welfare policies over the last decade. However, welfare tragedies still show no sign of reducing. The author believes that problems with interagency interaction during the policy process may offset the intended effects of a welfare policy. Through conducting comprehensive literature review and face-to-face interviews with 19 local social welfare civil servants of both Taipei and Kaohsiung City in Taiwan, this research analyzes interagency relations via four dimensions including accountability, communication, resource exchange, and interagency culture. This study finds that the institutional design makes interagency cooperation difficult and thus causes ineffective communication and distrust of interagency culture. In addition, how agency members perceive interagency cooperation in turn affects their attitudes toward and recognition of each other. Compared with Kaohsiong city, interviewees from Taipei city viewed interagency cooperation as more of a partnership and accordingly, they expected more effective communication and resource exchange.
