Problems and Prospects of Foundations in Taiwan

摘要

非營利組織與公部門、私部門並駕齊驅，成為整體社會的三大部門。民國76年解嚴之後，民間社會力的展現，刺激更多非營利組織之誕生，基金會更是蓬勃的發展。作者分別從基金會的現況包括：基金會的意義、基金會與政府、基金會的管理，以及基金會的問題包括：租稅優惠、政治性等作探討；作者並提出四點健全之道：一、成立跨部會的「基金會監督委員會」；二、建立基金會捐款的電腦資料庫，財源及用途的公開化、透明化；三、健全非營利組織基金會的租稅優惠制度，訂定「中間罰則」；四、基金會使用策略聯盟與建立聯絡網，來達成公共服務之最大化。

There are three societal components: public, private and nonprofit sector. A civil society is emerging since 1987 after the lifting of the martial law. This paper intends to explore the features of foundations, the relationship among government, enterprise and foundations as well as the problems and future of foundations in Taiwan. The issues of tax exemption and politics of foundations are the major foci. Four suggestions to improve the function of foundations are also proposed and discussed.
