應用品質機能展開建構醫療設備供應商爭取國際廠商訂單之勝出策略研究

Applying QFD into Medical Device Supplier to Acquire Orders from International Medical Device Companies

摘要

因應國際競爭的價格壓力，全球醫療設備大廠近年來將大量的製造活動交給代工廠商，而將資源集中在研發與行銷上。台灣的醫療設備產業正可利用此次國際醫療設備大廠開始釋出的代工訂單做起，進而累積生產技術與產業知識，並逐步建立起自身的產業群聚。本研究運用品質機能展開(quality function deployment, QFD)技術，以醫療設備廠商外包評估的需求品質項目為基礎，進行包括作業能力規劃及行動方案規劃的二階段展開。建構醫療設備產業爭取國際廠商訂單之勝出策略模型，並找出國內醫療設備產業之品質改善行動方案及建立改善之優先順序。研究結果指出，確實的流程面執行、標準品質認證程序、以客戶為中心的研發專案團隊、專案問題解決流程的建立、以及穩定的製程品質為爭取代工訂單時所應優先執行的行動方案。

Due to the cost down issue, the global medical apparatus companies increase manufacture activities to OEM/ODM and concentrate resources on R&D and marketing. Using the opportunity of manufacturing order released of the international medical apparatus company, the medical apparatus industry of Taiwan can accumulate the production technology and industry's knowledge. Base on the demand quality project of the medical apparatus companies, this study applies the quality function deployment (QFD) to proceed two stage deployment including the ability of the operation and action scheme planning. The two stage deployment constructs the tactics model of obtaining orders from the international medical apparatus company and finds out and set up the priority of the action scheme of improvement in quality. According to the results of this study, the strategy and action scheme for gaining the outsourcing orders includes the good practice by procedure, standard quality authentication procedure, the research team focus on customer, the process build for special issue, and the stable process quality.
