專案管理導入軍艦換裝訓練之研究

摘要


中華民國是一個四面環海之國家,海洋雖為天然之屏障,惟海權的維護必須具備有戰力之艦船,更何況我國面臨著強敵嚴峻的挑戰與威脅,然地區常受東北季風影響,海象多不良,經常不適合小型艦艇執行任務,更何況我仍有遠距南沙太平島之巡防任務,故主力戰艦不可或缺;雖然我國以國防自主為政策目標已行之多年,惟因國內建造大型主戰艦之工藝水準,尚於啟蒙階段且主要武器、裝備仍須仰賴國外進口,因需求量有限,國內廠商投資研發意願不足,故迄今尚無獨立建造主戰軍艦之經驗,然每種軍艦之獲得模式,動支預算往往高達百億元以上,同時在籌獲軍售艦船,人員訓練又為其專案成敗關鍵核心要素,故本文將專案管理知識導入國艦換裝訓練,綜整近年多次自美國海軍軍艦移轉經驗,剖析自美國軍售籌獲軍艦之訓練問題與挑戰,提供幾項具體貢獻:(1)透過問卷形式發現國艦換裝訓練核心問題;(2)首次建立國艦換裝完整訓練流程與系統,以提供未來軍艦籌獲、以及國防自主之決策、計畫與執行做為參考!

The Republic of China (ROC) is surrounded by sea, which serves as natural protection for the country. However, operational warships are still a necessity to protect the country's maritime rights, not to mention the fact that Taiwan faces grave challenges and threats from a powerful adversary. Due to seasonal northeasterly winds, smaller size vessels are unfit to carry out missions in these tumultuous seas. Main battle vessels therefore become essential given the ROC Navy is still tasked to patrol as far as the Taiping Island in the Spratlys. The ROC's "self-reliant defense" has been a policy goal for years. However, the domestic craftsmanship for building large combatant ships has remained in its infancy; it is still under-developed. As a result, the country relies heavily on imports for major weapon systems and equipment. Moreover, domestic companies do not have incentives to invest sufficiently in research and development because demand for such R&D and production are restricted to the military, thus limiting their broader commercial use and sale. All these factors have hobbled Taiwan in being able to successfully and independently build its own main combatant warships. However, every acquisition model cost as high as tens of billions of Taiwanese dollars, while at the same time personnel training is key to the success of a vessel sales program. With that in mind, this article aims to introduce project management knowledge gleaned from foreign military sales (FMS) ship transfers to offer a concept and framework around methodically building indigenous vessels. It will look at the training issues and challenges based on the author's own experience from years of directly being involved in U.S. ship transfer programs. Thus, we provide several specific contributions:(1) We discover the core problem of U.S. Ship Transfer through questionnaires; (2) and establish the complete training process and system. The conclusions are provided as a reference for the decision-making and execution of future battleship planning.
