Under globalized competition for talents, improving students' reading and writing abilities has become the common concern of the public. Quality Function Deployment (QFD) is a technology that aims to satisfy customers' demands by product design. In the past, QFD was most applied on production planning design of companies, but in recent years, it has been extended to educational service industry. This study aims to apply QFD on tutoring of reading and writing courses of the university level, in order to convert the factors of students' needs into solutions in instructional technology, as references to improvement on tutoring courses. The research methods include literature review, reference to freshmen Mandarin exams, teachers' discussions on teaching experiences, in order to generalize the content of tutoring content and main aspects of the method. By collecting data via questionnaire survey and conducting SPSS statistical analysis, it attempts to understand the thoughts of students, so as to validate the accuracy and obtain the level of importance of each aspect. QFD is then used to organize the quality factors, complete tutoring contents, conduct relational evaluation on the methods, and compute important weights, in order to ensure the best composition of the course design that meet the demand of course content design, able to motivate students attending tutoring, and improve tutoring quality.
