都市地區停車問題日益嚴重,為了能夠解決都市的停車問題,而且又不影響一般道路的行車安全,興建「都市路外停車場」曾為政府改善停車問題之一重要政策,適時、適地闢建都市路外停車場,提供有效率、合理數目之停車空間實屬刻不容緩,然而興建路外停車場需要龐大的經費,因此在停車場設置區位的選定上,必須配合都市發展與都市計畫,滿足當地的停車需求,以達到紓解都市停車問題的最終目標,本研究結合「模糊理論」與「層級分析法」,使層級分析法能夠應用在價值與語意不易釐清的決策環境。在應用此方法歸納出都市路外停車場的評選程序與架構後,本研究便以規劃中之台南市三處停車場作為屬性實測與方法實作之對象,驗證此一評估方法是否兼具實用性與客觀性,藉此協助決策者在複雜及不確定的模糊環境下進行決策,以提升決策品質。
In order to relieve the serious parking problems of all cities in Taiwan without influencing driving safety establishing public off-street parking lots has become one of the government's major policies. The government needs to choose a suitable location where local parking demand can be satisfied and urban development plans can be met now and in the future. This research has developed a Fuzzy Multi-criteria Decision Making method and procedures for evaluating off-sweet parking lots in the city. It makes use of Fuzzy Delphi method to determine the criteria which can mainly affect the selection of off-sweet parking lot site. Furthermore, this research assesses the weights for the criteria by applying Fuzzy Analytic Hierarchy Process method that can get better results than other traditional methods. Finally, this research uses Fuzzy Synthetic Decision method to evaluate three feasible off-sweet parking lot site alternatives in Tainan City and assists the decision maker m determining the best site.
