運用彈性人力資源管理解決護理人力短缺問題

Application of Flexible Human Resourse as a Solution to Nurses Shortage

摘要


本文旨在介紹企業界行之有年之彈性人力資源管理策略,並彙整國內外各醫療機構較具特色之護理人力管理制度,提出解決護理人力短缺之概念,藉由綜合運用職能彈性、數量彈性、區隔彈性、時間彈性以及薪資彈性之彈性人力資源管理策略,除了積極執行護理十大改革外,並建構優質護理職場,滿足護理人員之工作需求、自我需求和生活需求,進而提高護理人員的工作滿意度和專業承諾度,以及護理職場的吸引力,並延長護理服務年資,解決我國護理人力短缺問題。

This article introduces flexible human resourse management as a strategy of human resourse resource that has been used for years in business administration. Various featured systems in nursing human resourse management among domestic and foreign healthcare organizations are compiled as for solutions to solve for resolving the issue of nursing shortage. Flexible human resourse management includes functional flexibility, numerical flexibility, divisional flexibility, temporal flexibility, and wage flexibility. Besides proactive implementation often major changes in nursing, establishing a high- quality of workplace and satisfying nurses' needs in their work and individual lives, individual and life can promote their job satisfaction, professional commitment, and attraction of workplace to them, the workplace for nurses. Furthermore, this may extend nurses' job retention and alleviate solve the problem of nurses shortage.
