公共圖書館視障資源與服務現況調查

A Study of the Resources and Services for Visually Impaired Patrons in Taiwan's Public Libraries

摘要

本研究旨在探討臺灣地區公共圖書館視障資源分布、服務現況及其營運管理之困境，關注議題包括：視障資源徵集、視障資訊服務、資源整合等面向問題，主要採用問卷調查瞭解整體概況，並輔以深度訪談探討現象背景因素。調查結果發現：公共圖書館視障資源不足，且資源分布不均，視障館藏使用率並不高。至於視障資源整合瓶頸，在於各館資源製作格式不一、合作意願與機制不足，以及資訊系統技術問題。最終擬具建議，提供公共圖書館視障資源整合與視障專責圖書館政策規劃之參考。

This study analyzed the distribution of library resources and services for visually impaired patrons in Taiwan and the operation problems facing the public libraries. It focused on the resource acquisition approaches, service types, and problems of resource integration. Adopting both questionnaire survey and interview with the involved librarians, this study found library resources and services for the visually impaired were currently insufficient, and the existing resources and services were highly concentrated on a few libraries. Difficulties with resources integration among the libraries included the varying formats and standards used in the conversion of publications, the reluctance to cooperate due to managerial complexity and varying degrees of willingness, and technological barriers. Suggestions were made based on the findings.
