本文分析的重點在於強調政策變遷的動態性。而分析的主要結構圍繞在三個主題:政策變遷的動力-政黨輪替;政策變遷的標竿-六個原則;政策調適-由本開始。 歷史經驗累積、生態背景條件、群體文化意識、知識涵養濡化、特殊利益追求和社會特質需要的不同,乃在千禧年政黨輪替之後,成為推動政策變遷的動力,而時效性、脈動性、開放性、可理性、替代性及本益比,乃是政策變遷所要考量的六大原則標竿,至於政策調適可由本開始,再根據政策規模、政策部署及執行方式等三個向度分枝出十三個可資更調的政策方案。 再者,為了政策目標的成就,本文特別在政策變遷的標竿上,提出七個決策者於決策過程所務必要避免的陷阱,以免政策抉擇有所偏誤,以致衍生新的問題。
This paper the dynamics of policy change. It is structured around three key themes: the facilitator, benchmarking, and basics of policy change. The turnover of ruling party in Taiwan is the main facilitator of policy change. Timeliness, embeddedness, openness, rationality, succession, and efficiency are six benchmarkings to be considered on the choice of policy change. The multi-alternative of policy change is branched from the existing policy. Thirteen modes of policy alternative are delivered from policy size, policy deployment and implementation style. In order to achieve goals of policy change, seven pitfalls to avoid are also addressed in this paper. This analysis is expected to provide decision maker with a useful guide to do rational choice.
