摘要

自1999年決定發展歐洲安全暨防衛政策之後，歐盟在非軍事與軍事面向內的建設有其可觀之處，舉凡行政機構的成立、快速反應部隊的籌組等，皆可看出歐盟確實意圖在安全與防衛政策方面有所作為；另一方面，眾人皆知的大西洋路線與歐洲路線的爭議，卻又深刻地影響歐盟在此一政策領域內的建樹。對歐洲安全暨防衛政策的發展來說，2004年10月通過的歐盟憲法條約，無疑地，產生一個指導性的作用。歐盟憲法條約對安全與防衛的規範，雖然無法一次解決歐盟內部（或歐美之間）的爭議，但至少提出一個有別於軍事強權的發展面貌。

Since the European Union (EU) decided to develop the European Security and Defense Policy (ESDP) in 1999, its achievement is remarkable. The establishment of political and military units, the agreement on military capabilities, all these express the intention of the EU that it actually want to take more responsibility for its security and defense policy. On the other side, the disputes between member states and across the Atlantic deeply affect the development of ESDP. In October 2004, the European Brussels summit accepted the European Constitution. The Constitution may not resolve the disputes which have existed since the end of World War Ⅱ, but it provides at least one goal for EU to follow, which is not aim to be a military power.
