摘要

資訊科技的進步及網路風潮的興起，不僅促成生活便利，也帶來許多商機。然而，由於資源不均衡，以及對於資訊科技的瞭解與利用未能普及等原因，也造成相當大的數位落差，使得城鄉之問、族群之間、企業或產業之間的數位落差愈形嚴重，不僅可能衍生社會問題，更將影響國家全面的發展。此問題為一國際性議題，而針對此現象，美英等國已有執行數年的消弭數位落差之行動方案，並初具成效。本文以政府對於消弭數位落差之責任與對策為主題，首先針對我國數位落差之概況進行說明，其次，再以美英兩國消弭數位落差之經驗與作法進行探討，最後則嘗試提出消弭我國數位落差策略之建議。

The rapid development and growth of information technology and the Internet not only bring convenience to our daily life but also light up potential business opportunities. However, due to imbalanced deployment of resources and application of information technology, digital divides emerge. Such condition becomes worse between cities and countries, social groups, and even industries. It is an international phenomenon, not only causing social problems but also blocking the overall development of a nation. To address this issue, the United States and the United Kingdom have put action plans into practice for years, and the results turns out to be satisfactory. In this article, we first focus on the situation of Taiwan and then summarize the experiences from the above mentioned nations. In the final section, a framework is proposed for mitigating the problem of digital divide in Taiwan.
