本文主要目的在討論以商議式民主作爲我國電子化政府之顯景之可能性,首先透過文獻分析,了解商議式民主的內涵與實踐困境,並探討「資訊與通信科技」(ICTs)的特質爲商議式民主帶來何種機會與挑戰。其次,藉由個案的內容分析,呈現歐美先進國家運用ICTs來實現商議式民主的運用現況。其三,基於本文所提出商議式民主的運用准則,本文引介三種貼近商議式民主理想的線上民主商議模式,比較其特質,並建議進行小規模實驗,累積本土的實證資料,作爲未來以CITs實踐商議式民主的思攷方向。
The main purpose of this paper is to examine the possibility of utilizing “deliberative democracy” as the core vision to Taiwan’s e-government endeavor. In the first section, we review literatures on deliberative democracy and examine the possible opportunities and challenges that ICTs will bring to the realization of it. Then, by presenting three cases on electronic participation, we try to illustrate the possibility of running democracy on-line. In the third part, we propose three on-line participation prototypes to evaluate their relative merit on realizing deliberative democracy on cyberspace. Lastly, we conclude by calling for more small-scale experiments on these prototypes in order to collect enough information to make the realization of deliberative democracy on-line possible.
