以基層醫師觀點運用修正後ISS評估「社區醫療體系－民眾健康管理資訊系統」之效益
Applying the Modified ISS Model to Evaluate the Benefit of "Community Medical services-people Health Management Information System" in Primary Physicians' Viewpoint
摘要
「社區醫療體系－民眾健康管理資訊系統」結合最新網際網路與資料庫技術，建立一個以社區為導向的健康管理資訊系統，用以達成健康社區之理想。該系統在社區醫療群的推展與落實，扮演著相當重要的角色。 在評估資訊系統成功的文獻中，以DeLone與McLean在1992年與2003提出的”Information System Success Model”(ISS Model)最被廣泛的應用，亦是資訊系統評估績效的基礎重點立論。 本研究運用修正資訊系統成功模式以基層醫師觀點探討「社區醫療體系－民眾健康管理資訊系統」之效益評估，藉由瞭解醫師在使用「社區醫療體系－民眾健康管理資訊系統」時的使用情形，以瞭解醫師對系統的滿意度及系統績效，進而提出未來在系統上功能的增加與修正的建議。 研究結果發現資訊品質、系統品質及服務品質等因素會影響基層醫師的使用意願及使用者滿意度，而基層醫師的使用意願及使用者滿意度則會影響整個資訊系統導成的工作成效。且最具決定性的因素是「系統品質」也是結構方程式分析結果印證。

”Community medical services-people health management information system” links the latest internet and database technique, building a community-oriented health management information system, to achieve the ideal of a healthy community. This system plays an important role in popularizing and implementing the community medical group. In the literature of evaluating Information System Success (ISS), DeLone and McLean's ISS model, proposed in 1992 and 2003, is the most widely used. It is also the basic and vital theory in the evaluation of the performance of Information System. This study applies the modified ISS model to discuss the benefit evaluation of ”Community medical services-people health management information system” in primary physicians' viewpoint. By knowing how the physicians' use this system, we can realize the benefit and their satisfaction of this system, and propose the suggestions in how to enhance and modify it. The result of this study reveals that information quality, system quality, and service quality can affect primary physicians' desire of use and users' satisfaction of this system, which further acting on the performance of the whole information system. Structure equation also proved the most determining factor is ”system quality”.
