建立我國港埠物流中心之研究

摘要

台灣位於亞太地區之樞紐，地理區位與運輸網路均相當優越，同時亦具備優良之研發與製造能力，實為設置國際物流中心之極佳區位。本研究利用港灣規劃理論探討國際港埠經營物流中心之型態和發展趨勢並分析全球主要先進港埠發展國際港埠物流中心之成功經驗提出可供國內各港參考之作法。同時分析台灣地區各國際港埠之經營環境和發展國際物流中心之型態作為未來各國際港埠辦理之依據。最後探討各國際港埠設置國際物流中心所可能面臨之問題及初步構想，並提出台灣地區國際港埠物流中心之整體發展策略。綜合本研究各項分析成果，對於台灣地區各國際港埠發展國際港埠物流中心之整體發展策略建議為：(1)近程目標：宜優先且全力發展高雄港為台灣地區國際港埠物流主要核心，並加速相關硬體建設與軟體條件之改進。(2)中程目標：持續發展基隆港與台中港為台灣地區國際港埠物流次要中心。(3)遠程目標：因台北港相關條件與未來前景看好，惟目前其仍在建設階段，建議待其相關設施完成後，台灣地區可朝雙核心（高雄港、台北港）國際港埠物流運作來發展。

Taiwan located in the spoke area of Asian-Pacific region. It provides the great opportunity for an international logistic hub. Responding to the coming of internet year, the blooming of high-tech industries by setting the special district of warehousing and distribution base in order to create a Global Logistic Hub which include manufacturing, distribution, marketing and operation process of the global logistic, analyze advantage of international harbor in Taiwan, cooperation, international-competition will be the most important task. In the result of this paper suggests the integrated develop strategy of developing Taiwan International Harbor to the global logistic hub, summarized as below:
1. Shorterm goal: Put whole effort to built Kaohsiung Harbor as a main Logistic Hub.
2. Midterm goal: To develop Keelung and Taichung Harbor as secondary logistic centers.
3. Long term goal: Taipei Harbor is under construction now, according to superb condition and prosperous future, when the construction is finished Taiwan area could develop twin core logistic harbors (Kashsiung and Taipei).
