德國雙軌技職教育對我國技職教育之啟示

The Enlightenments and Implications of the German Dual System for Vocational Education in Taiwan

摘要


我國技職教育造就無數各行各業之優秀專業人才,扮演台灣經濟起飛相當重要之角色。然而隨著我國產業轉型升級,技職教育培育出之技術人才漸漸無法滿足企業所需;相較之下,德國雙軌技職教育的成功享譽全球並為各國所效仿,有鑑於此,本文將探討德國雙軌技職教育體制,瞭解德國係如何成功地將學校教育與職業訓練做結合,孕育出支撐德國的重要棟樑,並汲取其中幾項重要內涵與因素,包括:制定『聯邦職業教育法』、政府與企業良好的分工架構、雙軌教育體制理論與實務並重,作為我國技職教育轉型之參考,期許我國技職教育能夠創新突破並永續發展。

並列摘要


Vocational education has fostered numerous professionals in job market, and has played an important role in the economy take-off in Taiwan. As the traditional industries have been greatly transformed and upgraded, the technical professionals cannot satisfy the needs of industries gradually. In contrast, the dual vocational training system in Germany is a well-known successful teaching system and is followed by many countries. As a result, this article is aim to analyze the value of dual vocational training system, and to find out how the dual system successfully combine school education with vocational training to educate skilled professionals in Germany. By examining several main factors of German dual system that includes enacting the "Vocational Education and Training Act" ("Berufsbildungsgesetz"), well collaboration between government and enterprises, and the balance of dual vocational training theory and practice, researchers expect those elements can be provided as suggestions for the transformation of vocational education in Taiwan, and wish vocational education is able to be innovative and to sustain development.
