Chinese Abstract

安全是航空運輸最重要之環節。國際飛行安全基金會統計指出,全球每年約發生27,000件機坪事件,共造成243,000人受傷,對航空業所造成的直接與間接損失將近100億美元。造成機坪事件的許多研究也指出,人為因素是其中最大之問題。本研究援引航空安全人為因素SHELLO分類模式,透過專家問卷,以幾何平均數及口語綜合評判函數分析機坪勤務人員重要人為風險因子及改善可行性,並整合出四組改善策略。研究結果發現,SHELLO模式中之「組織」在所有構面中扮演著第二重要的角色,而在統計結果中也發現目前機坪作業存在之人為風險因素確實有不易改善之困境,研究結果可供民航業者及主管機關參考。

English Abstract

Safety has been the important issue for transportation of aviation. According to the results of the preliminary research conducted by Flight Safety Foundation, ramp events caused a great financial loss about 5 billion dollars to the aviation industry annually, not including indirect cost originally. Several researches about ramp events point out that ”human factors” play a crucial role in terms of faulty ramp operations. Regarding the questionnaire design, the human risk factors in the questionnaire were elicited from the experts based on the classification of SHELLO model in human factors. The improvement in the risk factors of the operators for ramp in the study was also evaluated in the questionnaire. The researchers conduct the statistical data analysis through the aggregation function by verbal evaluation. The results of this study reveal that organization dimension plays the second most important role in the SHELLO model. Moreover, the 'human factors' are considered as one of the most difficult variables to control in terms of the management of risk factors in the ramps. The researchers behind the study hope that the findings may be served as a reference for CAA(Taiwan) and airport ground service companies for reducing the risk in the ramp operations.
