危機管理中資訊、決策系統之探討

「資訊」與「危機管理」有著密切的關係，先期正確的「資訊」，可充份的掌握動態環境，使企業、組織領導者可行「危機管理」，避免危機的產生與處理。反之，領導者對「資訊」不重視，甚至錯誤則易誤判形勢，形成危機風暴。因此，危機管理不論在個人、企業、政府部門，都已成為一門顯學。然危機管理除了「資訊」外亦與領導者「認知」有關，此必須藉由科學的決策系統，進行「輸入」、「分析」、「輸出」、「資訊反饋」、「修正」的一連串過程。本文是以系統決策的概念，探討「資訊」在「危機管理」中所扮演的角色及其重要性。

There is a close relationship between information and crisis management. Correct information is exceedingly crucial for keeping everything under complete control in a dynamic environment. By gathering complete and correct information in advance, leaders of corporations and organizations can take the necessary precautions to avoid the crisis. On the contrary, if leaders ignore the information or collect the wrong information, this will lead to a complete misunderstanding of the situation, or even a crisis storm. Therefore, crisis management has become the highlight in individual, corporate, and governmental management. Crisis management, however, is also closely related to leaders' cognition in additional to information, This involves a scientific decision-making system which encompasses an ongoing process of input, analysis, output, feedback, and correction. This study is to explore the role and importance of information in crisis management from the perspective of decision-making theory.
