ECFA and the Economy Challenges Facing Taiwan

摘要

二十世紀九十年代以降，經濟全球化、區域經濟整合及中國經濟崛起，已成為舉世最為關注的三個主要經濟議題。2000年民進黨執政後，由於對世界經濟體系變動的新局，將可能使台灣面臨「被邊緣化的危機」，並未能提出積極有效的新政策來因應，台灣經貿因而遭受到嚴重的威脅與挑戰。馬英九執政後，「如何讓台灣經濟再出發」成為他最重要的政策思維核心，而把握中國經濟崛起的機會，從推動兩岸經貿開放與正常化，到簽訂兩岸經濟合作架構協議(ECFA)，他的經貿戰略可以用「透過中國走向世界、突破區域經濟整合的限制」。然而，ECFA究竟能不能為台灣打開機會之窗，並協助台灣面對世界經濟三大趨勢的衝擊？顯然是值得探索的課題。

From the 1990s onward, economic globalization, regional economic integration and the emergence of China as a major economic power have become three major economic trends eliciting global attention worldwide. After the Democratic Progressive Party came to power in 2000, it was unable to come up with effective policies to deal with the crisis of Taiwan facing economic marginalization in light of changes in the global economic structure, posing a severe threat and challenge to Taiwan's industrial sector. When President Ma Ying-jeou came to power, his most core policy objective was to ”get Taiwan's economy back on its feet” and to seize the opportunities presented by China's economic rise. From promoting the normalization of cross-strait relations to signing the Cross-Strait Economic Cooperation Framework Agreement (ECFA) with Beijing, his economic and trade policy seeks to ”go global via China and overcome the limitations to regional economic integration.” However, can the ECFA really open up a window of opportunity for Taiwan and help Taiwan deal with the aforementioned three major economic trends? This is a topic worthy of continuing exploration.
