由反恐的觀點檢視我國現行入出境管理之做法及問題

An Overview of Counter-Terrorist Checks in Dealing with Incoming Travellers to Taiwan

摘要


近幾年來盛行所謂的國外旅遊,幾乎已成爲一股流行之風氣,且人人嚮往參與的活動,依據入出境管理局統計資料顯示自民國91年的一千萬人入出境總人數增加至民國95年約一千兩百萬人入出境總人數,在短短5年內,增加19.2%,而入出境人數之增加,相對突顯的是入出境管理之困難與缺失,本文以911恐怖攻擊事件爲例,以美國、日本在911恐怖攻擊事件發生後出入境管理之反恐作爲與我國做比較,結論發現未來除了利用先進科技輔助辨識外,如何減少煩雜檢查程序以便民也是未來努力之方向。建議加強之部分爲:1、加速開發出利用人體獨一無二的“身分密碼”生物辨識系統2、以IC晶片卡取代護照。

The so-called ”overseas traveling” to Taiwan has already become a fashionable activity in the last few years. According to National Immigration Agency (NIA) records, the data of travelers coming into, and leaving, the country has risen from 10 million people to 12 million, from 2002 to 2006. This has approximatelty been a 19% increase. Because of this, there have been difficulties and weaknesses, in manging, experienced by the NIA. As an example, the 9/11 attacks brought counter-terrorist actions in America and Japan that we have not seen, here, with the NIA. This has resulted in the use of newly-developed scientific technology to identify travelers and reduce the numerous and diverse inspection routines which have inconvenienced travelers, so far. It is recommended, here, to: 1. accelerate the development and use of a human body ”Identity Password” biological identification system. 2. utilize an IC chip card substitution-passport.
